Hong Kong Employment Scheme to Attract More Overseas Talent

Quality Migrant Admission Scheme (QMAS) was established in 2006 to lure quality workers from overseas and the Mainland to relocate in Hong Kong. Basically, successful foreign applicants can reside in Hong Kong without first securing employment in Hong Kong.

The amended QMAS which is effective from January 15, 2008, is now making it easier for applicants to settle in Hong Kong by:

- Removing the age limit of 50 and below
- Give credit to applicants with 2 to 5 years of working experience
- Award additional points to applicants competent in a foreign language in addition to Chinese or English
- Provide younger degree holders with a more equitable scoring system to better their chances

In addition, applicants (and their dependents) admitted through the Achievement-based Points Test (APT) can extend their stay in Hong Kong without a job as long as they can prove that they are financially capable.
